Provincial Nominee Program

Provincial Nominee Program(PNP) is a major economic immigration pathway for immigration to Canada. It allows the provinces and territories of Canada to select foreign workers and entrepreneurs according to their economic, labour market and demographic needs and nominate them for permanent residence in Canada

As per the Immigration Levels Plan of Canada for 2023, the highest number of economic immigrants will be admitted to Canada through Provincial Nominee Program (PNP). In 2023, a total of 105500 immigrants will be admitted to Canada through PNP. In 2024, it will be 110000 and in 2025, it will be 117500.

For those who wish to settle in a particular province or territory of Canada, Provincial Nominee Program is the right option. Each Provincial Nominee Program has separate immigration streams or categories that target students, business persons, skilled workers and semi-skilled workers.

Application process for Canada PNP

There are two types of application processes for applying to Provincial Nominee Program. They are:

Non-Express Entry process

The Non-Express Entry process is the process of applying to Canada PNP through streams that are not aligned to the federal Express Entry. The steps involved in this process are:

  • null
    Submit the application through a non-Express Entry stream
  • null
    Meet the eligibility requirements for that particular stream
  • null
    Upon obtaining nomination, apply for Canada PR
  • null
    Get medical clearance and police clearance

It should be noted that the processing of applications submitted through non-Express Entry streams would take longer to complete compared to Express Entry process.

Express Entry process

There are two ways to apply through an Express Entry process.

The first is to apply directly to a province through one of their categories aligned to the federal Express Entry. Once you obtain the provincial nomination, you can apply through the Express Entry for Canada PR.

The second is directly creating an Express Entry profile. However, in the profile, you must indicate the province or territory where you prefer to settle. Some Provincial Nominee Programs would directly select candidates from the federal Express Entry pool and issue a Notification of Interest to them, inviting them to apply for permanent residence in Canada. If they successfully apply and obtain a provincial nomination, they can await for invitation from the Immigration, Refugees and Citizenship Canada(IRCC) to apply for permanent residence in a subsequent Express Entry draw.
